Tianjin shows “combination fist” for institutional innovation

Since the Party’s 18th Congress meetings, Tianjin municipal government implemented the Central Committee and State Council’s overall plan in a meticulous manner, deepened the administrative reform, promoted the transformation of government functions, and actively explored the reform measures of “Ten ones”, showing a “combination fist” for institutional innovation.

One list that draws lines of power. In 2014, in order to accelerate the implementation of administrative examination and approval system reform, Tianjin published a list of powers that were given to each government institution. The list clarifies the duties and functions, so that “authorized duties must be carried out, and no action is allowed if not authorized.” The list aims to reduce the paperwork and approval required for all aspects of the society. First, municipal administrative licensing entries were reduced from 1,133 in 2005 to 285 in 2015, or by 3/4 . Second, Tianjin abolished non-administrative licensing approval and eliminated “gray areas”, the first such case in China. Third, the administrative licensing items were listed in an annual directory system.

One seal of approval. Tianjin Binhai New Area set up an Administrative Examination and Approval Bureau, which is responsible for 216 administrative examinations and approvals of 216 items that used to be managed by 18 government departments across Binhai New Area, and transferred part of former staff who worked in this area. The newly established Administrative Examination and Approval Bureau has simplified the process by using only 1 seal instead of 109 seals that used to be needed for one case, greatly improving administrative efficiency.

One department for the marketplace. To solve the market supervision problems, Tianjin has merged three departments including industrial & commercial, food and medicine, quality supervision, into one unified department. As a result, a committee of marketplace and quality supervision was established. Sub-divisions of the committee were as well established on lower levels of the government. The tall management has realized unification, seamlessness and comprehensiveness. A mechanism of “one meter, two random checks” was established.

One platform for credit system. To promote the social credit system, Tianjin established a unified Tianjin market players credit information publicity platform, gathering the city’s 56 departments’ information and publicized 6.6 million pieces of data of over 600,000 enterprises. This platform made possible industry information tracking, imputation and comprehensive evaluation mechanism of regulation, incentives and market mechanisms, and supervision based on credit rating. The result is “green light all the way for good credit, red lights everywhere for bad credit”.

One team of law enforcement. Street-level and town-level comprehensive law enforcement was set up. 295 administrative punishments of 41 kinds were granted to this single law enforcement identity, comprised of city administrative, environmental protection administrative and social management punishments formerly scattered to different authorities. As a result, a seamless, fast-responding law enforcement is in place.

One custom form for 3 customs. It used to be that for each custom of Beijing, Tianjin and Hebei Province, you need a separate declaration or filing. Now one unified custom has emerged for customs, inspection and quarantine, reciprocal recognition, professional custom clearance, on-site clearance and others. Custom clearance time was shortened to 3 business days and the cost of clearance was reduced by 30%. People truly feel that there’s only just one customs.

One system against corruption. To strengthen the supervision of administrative power, effectively prevent corruption from the source, Tianjin established a unified administrative law enforcement supervision platform, connecting 37 municipal departments, 51 municipal law enforcement bodies and 205 organizers. Currently, basic data for administrative enforcement has reached 110,000 entries and 1.15 million pieces of law enforcement case information were gathered. Every law enforcement officer, every administrative law enforcement would have left a track in the system, achieving full coverage of administrative law enforcement information and real-time supervision.

One green card for talents. An interim measure for attracting talents called “green card” was put in place, effectively reducing the paperwork from 51 to 15. Approval procedures were reduced from 56 to 19 and audit files were reduced from 84 to 44. The establishment of “one bonder, one card, one database, one network, one platform” operation mechanism provides convenient and efficient “nanny” personalized services for the introduction of high-end talents. Holding a “green card” would be equivalent to having a domestic personal ID card.

One package of training materials. To help break the bottleneck of the shortage of skilled workers, Tianjin vocational education has taken on a new form of training. It developed a package of training, implementing “one package of training materials”, which includes all professional standards, training programs, textbooks, assessment standards with a focus on relevance and effectiveness.

One phone number takes care of all services. Excessive numbers of government hotlines frustrate people and are qualities are difficult to manage. Tianjin government has established a platform to cover all 53 former hotlines: 88908890. One number fits all complaints, questions and help requests.
