Tianjin says it is giving priority to talent and cultivating innovative, entrepreneurial resources through preferential policies for its green card system, its "1,000-enterprise, 10,000-talent" program, and its training and has already issued 15,000 green cards for professionals and has 22 related policies covering living space and medical care in place since the special green cards system went into operation.

The 1,000-enterprises, 10,000-talent program, is expected to support enterprises with good innovation and development potential that will help develop 10,000 innovative professionals in 3 – 5 years. It already has 505 enterprises in the program.

It is also starting a training program with 3.3 billion yuan ($ 500 million) in capital and says it plans to provide vocational skills training to help 1.2 million people get certified in three years, covering different groups, including the employed and unemployed, university students, and rural workers. By 2015, it had already seen 330,000 people get their vocational certificate, 120,000 more than previous year.
