Shanxi will launch a two-year campaign to address project quality and significantly improve overall project quality, according to the provincial housing and urban-rural development department on Oct 12.
“Engineering quality problems have been persistent in the construction industry for many years. They are one of the major problems that need to be addressed in housing construction. The two-year program aims to solve problems in this regard,” said an official with the housing and urban-rural development department. The local government will carry out a lifelong responsibility policy on housing and municipal infrastructure construction quality and strengthen quality responsibility investigation, according to the official.
In the future, relevant personnel, especially corporate representatives and project leaders, will be held accountable for project quality accidents or severe quality problems. Their responsibilities cover the economy, business credit and practices, and legal issues. Everyone will be held accountable for things they are or were once in charge of, whether they’ve retired or quit their jobs.
At the same time, Shanxi will carry out special governance of housing survey, design quality and common problems to reduce housing project problems and improve housing quality and functions. It aims to bring down the number of complaints and increase resident satisfaction. At the end of this year, Shanxi will finish developing a construction market management information system and collecting enterprise, personnel and project information to build a construction enterprise credit evaluation system. It will strive to achieve an informatization goal of one database, one supervision network and one management line.
In addition, the province will vigorously push ahead construction industry modernization and launch pilot programs in Taiyuan and Datong cities. It will soon release favorable policies on land use and planning, fiscal subsidies, and administrative examination and approval; speed up cultivation of modernized construction leaders; and encourage the construction of an industrial alliance that integrates development, scientific research, design, component production and operation maintenance. The government-funded project and subsidized housing project should be built in a modernized way.
