The Datong municipal population and family planning committee stated that the Two Child Policy has been officially implemented in Datong.
On May 29, the decision to amend the Shanxi Provincial Population and Family Planning Ordinance was adopted, marking the official start of the Two Child Policy in Shanxi province. The Datong family planning department will carry out work according to the Shanxi Provincial Enforcement Regulation of the Two Child Policy, formulated by the Shanxi Health and Family Planning Commission.
The applicable targets of the Two Child Policy should have three conditions. First, one or both people in the couple should have a Shanxi province census register. Second, one person in the couple is an only child. Third, the couple has only one child.
The only child refers to the sole child born to or legally adopted by a couple. The child has no half brothers and sisters, adopted siblings or siblings with the same parents. If the child has siblings that died without offspring, and if there are no other surviving siblings, they are also considered an only child.
According to regulations, the Parents of the Only Child Honor Certificate will be withdrawn upon approval of re-birth. Special treatment and awards given to the couple and their only child after May 29 will be taken back and cancelled.
It is illegal for a couple to give birth to a second child before Nov 12, 2013. Couples who are pregnant from Nov 12, 2013, to May 29, 2014, should get a re-birth certificate in time. Those who have given birth to a child without receiving punishment should hand in a social support fee of 500-1,000 yuan ($79.93 - $159.87) according to guidelines.
