Permanent Residence Certificate for Relatives Seeking Refuge
I. Requirements for application:
1. Aliens conforming with the following requirements may apply for the permanent residence certificate for relatives seeking refuge:
(1) Those who have no direct relatives abroad seek refuge with direct relatives within the Chinese territory;
(2) With full age of 60;
(3) Having stayed successively in China for 5 years and stayed in China for not less than continuous 9 months every year; and,
(4) With stable living guarantee and residence.
II. Formalities for application:
1. Submit the completely filled in“Application Form for Applying for the Permanent Residence Certificate in China for Aliens”(relatives seeking refuge) and submit the applicant’s 4 2-inch recently taken bareheaded, front-faced with background colored photos;
2. Submit for examination the applicant’s valid passport or any certificate qualified to substitute the passport and a duplicate;
3. Submit the valid visa or foreigner residence permit;
4. Submit the health certificate for exit-entry issued within 6 months by the Chinese quarantine department. “The Health Certificate” issued by a medical organization abroad within 6 months should be authenticated by the Chinese embassy or consulate stationed in that country;
5. Submit the certificate for no-criminal record abroad authenticated by the Chinese embassy or consulate stationed in that country;
6. Submit the certificate for permanent household register in Shanghai of the person accepting refuge or the “Permanent Residence Certificate for Aliens”;
7. Submit the certificate for relationship issued by the Chinese notary office, the “Certificate for Relationship” and the “Certificate for No- Direct Relatives Abroad” issued by a relevant organization abroad should be authenticated by the Chinese embassy or consulate stationed in that country;
8. Submit the certificate for income of the refugee or that of the person accepting the refuge as notarized by the municipal notary office. The certification for income issued abroad should be authenticated by the Chinese embassy or consulate stationed in that country; and,
9. Submit the refugee’s certificate for rented house or property right or the certificate for rented house or property right of the person accepting refuge and the notarization for allowing the refugee to stay.
