Opinions on Developing the Culture and Information Industry of Jiading District

To promote the culture and information industry of Jiading district as well as improve industrial competitive power, the Jiading government has issued the following regulations to make the culture and information industry the pillar industry in the district.

The main supporting industries and industrial zones are regulated in the Plan of Promoting the Culture and Information Industry of Jiading District (2009-2012)

Financial Supporting Measures

1. For enterprises of culture and information fields registered in Jiading district since 2009, the enterprise will enjoy full financial support on tax payments in the first two years since it formally started the business, and enjoy half-amount support in the next three years.

2. For enterprises of culture and information fields registered in Jiading district since 2009, the enterprise will enjoy half-amount support for the added part based on its tax payment in the business of culture and information fields in 2008 for five years.

3. Enterprises of the culture and information industry can enjoy half-amount support for the added part based on 300,000 yuan of the charge of Internet communication and server hosting, with a maximum of 1 million yuan every year.

4. Enterprises that get the professional certificate at the city level or higher will get one-time support from the local government.

5. The district supports local enterprises in the culture and information industry pursuing financial support at the city level or higher, as the winner will get an extra bonus from the district.

Supporting Measures for Newly-Established Headquarters

For those enterprises in the culture and information industry registered in Jiading district since 2009, the local government will grant one-time support with the amount depending on the registered capital. A registered capital of more than 50 million yuan will receive support totaling 500,000 yuan; registered capital of more than 10 million yuan will receive support of 300,000 yuan; registered capital of more than 5 million yuan will receive support of 200,000 yuan.

Support on Housing

1. Enterprises in the culture and information industry will be given priority when they plan to purchase land for self-use in a regulated area.

2. Enterprises in the culture and information industry will get support when renting or purchasing office houses for self-use in industrial zones. The enterprise that purchases office houses will get 10 percent of the house price with a maximum of 1 million yuan; the enterprise that rents office houses for more than 10 years will get support totaling 30 percent of the annual rent for three years; the enterprise that rents office houses for more than 5 years will get support totaling 20 percent of the annual rent for three years.

Platform Support

1. The local government will support the construction of platforms in attracting investment, trade and information support.

2. The local government encourages attracting investment through various intermediary organizations. The government will grant support to the intermediary organizations that help big enterprises in the culture and information industry located in Jiading.

3. The local government encourages industry associations and social organizations at the city or State level of the culture and information industry to set up offices in Jiading district. The government will grant support depending on the operation status.
