Ocean University of China (OUC) is situated in Qingdao, a beautiful coastal city in China. With three campuses (Yushan Campus, Fushan Campus and Laotian Campus) and its strength in oceanography and fisheries science, OUC, a national key university under the direct administration of the State Ministry of Education, is in the first group of institutions of higher learning to grant bachelor, master and doctoral degrees. “Oceans embrace streams all, exploring promises reaching far” is the motto of the University.
Currently the Research Center for Marine Development of China, a joint establishment of the State Oceanic Administration and the State Ministry of Education, has been set up at OUC. With OUC as the leading partner, “The National Laboratory of Marine Science and Technology of Qingdao” is well under construction. OUC now boasts one national engineering and technology research center, one marine life engineering center of China under UNESCO, seven key labs under the State Ministry of Education, three engineering and technology research centers under the State Ministry of Education, as well as nine key labs of institutions of higher learning of Shandong province, and three key labs of Qingdao city.
Since the 10th “Five Year Plan” period, OUC is the leading marine-related institution to conduct China’s three major research projects. So far, OUC has been in charge of four research programs under the national “Project 973”, accounting for 1/3 of all the marine-related programs under this Project. OUC is also the chief researcher of eight major programs and 32 specialized programs under the national “Project 863”, with an average fund from the National Natural Science Foundation amounting to 20 million yuan RMB per year.
OUC has won one second prize awarded by National Natural Science Foundation, one second prize for the National Invention, three second prizes for National Science and Technology Advancement, one first prize for Science and Technology Advancement of Shandong province, 19 first and 35 second prizes at provincial or ministerial level. Since the 10th “Five-year General Plan”, more than 3,000 research papers have been cited by SCI, EI and ISTP, thus making OUC the leader in publications per capita among universities under the State Ministry of Education. So far, OUC has applied more than 800 patents and over 300 authorized patents. OUC has also published 340 academic works.
OUC is playing an active role in supporting the “Hi-tech Olympics”. The Doppler Wind Lidar Vehicle, the first of its kind in China jointly developed by OUC and the No.14 Research Institute under China Electronic Science and Technology Group, has been put to use at the Qingdao Olympic Sailing Site for meteorological services. Its core technology, measurement mode and accuracy have reached up to the world advanced level.
The 21st century is a marine-based century. The development goal of OUC is: 1) to basically realize the aim of becoming a high level university with strength in marine sciences and lay the foundation of a research intensive university by 2010; 2) to become a world famous, high level research-led comprehensive university with strong characteristics in marine sciences by 2025.
