Shenyang is making efforts to create an international business environment that reaches the requirements of the top 50 economic entities around the world over a three-year period. The city will be measured against criteria set out by the World Bank business environment assessment system.

The qualified business environment must satisfy seven standards:clean and efficient government services, an honest and normative market, a mutually beneficial open environment, a pristine natural environment, a warm and tolerant society, a fair and just legal environment,as well as excellent facilities.
