Shenyang improves efficiency of real estate registration

Shenyang’s real estate registration authority has announced a plan to reduce processing time for part property registration applications to increase convenience for companies and citizens.
For initial registrations of real estate mortgages (excluding non-financial mortgages), the processing time has been shortened from three working days to one. Applicants are now able to get approvals for deed tax payment of second-hand houses and real estate registration in four days, compared with 13 to 20 working days previously.
Besides, the processing time for changing registration of mortgage rights over buildings under construction has been cut from three days to one, enabling applicants to get their real estate registration certificates by the first workday after application. Reissuing and renewal of property right certificates can be handled on the spot, instead of the previous three days. The initial registration of State-owned construction land use rights and housing ownership has been sped up by one day.
The authority also has promoted a reform that establishes a sharing platform for real estate and tax information, offering a “one window” service. Shenyang real estate registration center and some sub-centers have piloted the reform of real estate registration of second-hand houses.
Furthermore, the authority has launched a graph that presents the peak-to-trough period of passenger flow in real estate registration centers around the city, encouraging applications during off-peak hours.
