Objectives:
To build 12 industrial clusters by 2020
1. 300 billion yuan ($46.16 million)
One auto and auto parts industry cluster with total assets of over 300 billion yuan
2. 200 billion yuan
One IT industry cluster with total assets of over 200 billion yuan.
3. 100 billion yuan
Four industrial clusters involving deep processing of farm produce, finance, modern logistics and MICE tourism with each of them holding total assets of 100 billion yuan.
4. 70 billion yuan
Six industrial clusters involving mechanical equipment, electrical equipment, robots and intelligence, aviation, biopharmaceuticals & medical equipment, and modern construction –– each of them holding total assets of 70 billion yuan.
Tasks:
1.Auto and auto parts industry cluster
To improve auto parts supply system to promote the coordinated development of automobiles and auto parts; to promote introduction and development of new energy vehicle projects.
2.Latest IT industry cluster
To develop big data, IC equipment, cloud computing and internet of things industries and more leading companies.
3.Industrial cluster for deep-processing of farm produce
To focus on upgrading techniques and cultivate leading companies involved in farm produce processing; to offer companies support in updating technologies and innovation; to develop deep-processing products and increase additional value of products.
4.Finance industry cluster
To develop more financial headquarters of companies; to offer more support to financial leasing organizations; to meet financing needs of companies based on various funds; to regulate resource allocation based on property centers.
5. Modern logistics industry cluster
To build international logistics channels based on constructing major logistics projects such as Shenyang International Logistics Port; to support innovation of the operation model by integrating modern logistics, finance, internet of things and e-commerce; to improve efficiency of logistics and lower costs.
6.MICE tourism industry cluster
To promote reforms of State-owned tourist attractions and cultivate leading tourism companies; to accelerate construction of smart tourism systems; extend industrial chain of MICE (meetings, incentives, conferencing/conventions, exhibitions /exposition) tourism industry.
7. Mechanical equipment industry cluster
To focus more on technological innovation and improve the quality of key components and parts; to improve industrial chain of petrochemical equipment and mining; to further extend the industrial chain and attract more mechanical companies that offer a complete set of services.
8. Electrical equipment industry cluster
To focus more on research and development in electricity transmission and transformation and nuclear power equipment; to develop proprietary intellectual property rights and improve products’ international competitiveness.
9. Robot and intelligence industry cluster
To build an industrial cluster featuring robot and intelligence at its core by relying on major companies and research institutions; to promote industrialization of i5 intelligent machine tools and build intelligent plants; to attract more intelligent projects like intelligent measuring and control equipment projects.
10. Aviation industry cluster
To focus more on manufacturing large-size airframe components for jet airliners and regional aircraft such as the Boeing 737, and the research and development of aircraft engines and key components; to promote coordinated development of aviation industry.
11. Biopharmaceutical & high-performance medical equipment industry cluster
To build bases for the research and production of biopharmaceuticals relying on major companies; to develop a production base for drugs and preparations; to develop an industry of modern traditional Chinese medicine and its derivatives; to introduce and develop major companies involved in biomedicine.
12. Modern construction industry cluster
To develop new technological products including fabricated products; to support development of major construction companies; to introduce new material-related projects.
