Responsibilities

The responsibilities of Shenyang Municipal Bureau of Foreign Trade & Economic Cooperation are as follows:
1. We should implement policies, statutes and legislation at all levels, from municipal, provincial to national, concerning international trade, economic cooperation and foreign investment; formulate and implement local policies and regulations concerning international trade, international economic and technological cooperation, foreign investment and the attraction of foreign investment, and participate in the research and coordination on the stipulations of the city's major economic and commercial agreements, contracts and proposals; we should be responsible for the consultation, service and coordination of issues concerning WTO.
2. We should analyze the city's foreign investment and be responsible for the dispatch, census and analysis of the actual utilization of foreign investment, regularly report to the municipal government on the dynamics of foreign investment, formulate development strategies and medium- and long- term plans for foreign investors and guide foreign investment in the city. We need to draw up and implement the administrative policies on foreign investment, and examine the founding of foreign-funded enterprises under the national quota and pay attention to limited investments, quotas and license management. We should be responsible for the examination and approval of the revision of the contracts and charters of foreign-funded enterprise, and supervise the foreign-funded enterprises’ implementation of laws, regulations, contracts and charters.
3. We need to be responsible for organizing, coordinating, and tracking services of the city's major foreign funds attraction program, and organizing negotiations with foreign investors. We should direct and manage the attraction of foreign investment and commerce, and promote foreign investment and mediate the attraction of foreign commerce. We should be responsible for docking, coordinating, and managing the city's overseas trade and economic cooperation division.
4. We should formulate and implement medium- and long-term development plans and strategies concerning the city's import and export and give proposals on the regulations of the balance between import and export and structural adjustments on the basis of international commerce prospects and the status quo of the city's import and export. We should be responsible for the import and export of mechanical and electronic products, manage the trade processing and exercise the import-and-export quota plan. We should be in charge of the import-and-export commodity catalog, be responsible for issuing the license to import and export commodities within the scope of national authority and management of import and export quota. We should organize the litigation-response of anti-dumping complaints, and regulate the issues concerning the trademark registration of export commodities. We need to be responsible for the preliminary qualification review, the declaration of import and export businesses management, and of international freight forwarding companies. We should organize trade fairs and exhibitions for investment and trade for all levels, and be responsible for the import and export of foreign-funded enterprises.
5. We need to carry out national and provincial policies concerning international technology trades and encourage the export of equipment sets; manage the city's technology introduction, equipment imports and international bids; implement the national regulations on the export and import of technology. We should be responsible for the international economic cooperation, the implementation of national and provincial policies regarding international economic cooperation, and guide and supervise outsourced projects, labor service cooperation, design and consulting.
6. We need to perform research and make guidelines, policies, and regulations concerning the amelioration of the environment for foreign investment and supervise, direct and examine the task of ameliorating the conditions for investment. Meanwhile, we need to deal with the complaints from foreign investors.
7. We should participate in the research of and give constructive suggestions regarding the regulation and control of foreign trade and commerce. We need to be responsible for selecting and managing the city's base projects of foreign trades and the management of venture funds; release information about foreign trades and investments, be responsible for the statistic collections of foreign trade and the subsequent release of information. We should be in charge of the standardization and information of foreign trade and make contacts with foreign trade associations, chambers of commerce and student councils.
8. We should form and implement a municipal training plan for foreign trade participants.
