Shenbei New Town, which was founded with the official approval of the Shenyang municipal people's government in July 2002, is a municipal level economic development zone with management authority for economic and social affairs at the district level. With a planning area of 86.2 square kilometers and population of 110,000, Shenbei New Town is dominated by general aviation manufacturing, deep processing of agricultural products, modern service, new building materials and the ecological hot spring industry. It's both a pilot area for comprehensive coordinated reform of new type industrialization of the Shenyang Economic Development Zone and a new town that Shenyang Economic Development Zone has attached great importance to.

Shenbei New Town has been committed to developing a new industrial form featured by distinct characteristics as well as integration of industries and the new town by focusing on the aviation industry. It is taking specialized market clusters, the urban service industry based on hot spring resorts and new chemical materials as supplements. In terms of the aviation industry, the new town has been putting emphasis on the development of an integrated aviation industry chain consisting of manufacturing of whole aircraft, production of engine parts, aviation related manufacturing and training of general aviation operation. It is striving to achieve output value of aviation manufacturing and related industries totaling 100 billion yuan ($16.3 billion) to build a world-renowned "future city for China's aviation industry".

In regards to the urban service industry, based on its abundant hot spring resources, the new town has been giving priority to the development of hot spring resorts and other high-end service industries, as well as supporting market clusters of high-end furnishing, building materials and e-commerce. As for the new chemical material industry, based on Sinochem Group and other existing industrial bases, the new town has been attaching great importance to the development of emerging macromolecular materials, high performance fibers, composite materials, engineering plastics and other new chemical materials.

Shenbei New Town has been continuously increasing investments in infrastructure, which has allowed it to achieve sound and complete water, power, gas and other facilities as well as convenient transportation. The industrial park is currently building four functional areas of aviation industry development, which covers a planned area of 31.4 square kilometers and is mainly occupied by the high-end aviation manufacturing industry. It also seeks to create a hot spring resort area, which covers a planned area of 5 square meters and is mainly occupied by health, residence, recreation, business meeting, high-end shopping and other projects. It is also creating a specialized market area, which covers a planned area of 3.4 square kilometers and is mainly occupied by high-end furnishing and building materials, e-commerce settlement and distribution, and other specialized market clusters. The region will also create a new chemical material industry area, which covers a planned area of 3.5 square kilometers and is mainly occupied by new chemical material projects characterized by zero pollution, low energy consumption and high added value.

While making the aviation industry key investment targets, Shenbei New Town sincerely invites enterprises in the modern service industry, new building material industry, ecological hot spring industry and other industries to make investments. Shenbei New Town will promote the construction of an aviation town and hot spring town at the same time, facilitate the mutual promotion of industries and the new town, and eventually build it into a modern and ecological high-tech new town.
