The city of Shenyang, in Liaoning province says it is working on ways to support student entrepreneurs and start-ups as part of the national move toward innovation, announcing the opening of a college student entrepreneur association recently as a major part of the effort.

This move will help young entrepreneurs remove policy barriers and get loans, pay fewer taxes, and other forms of support. It says the association is meant to benefit students in other areas such as getting certification, office space, and living space.

For example, young entrepreneurs who qualify can get an "innovation certificate" that gives them access to a "green channel" in dealing with procedures. Other benefits, for example, include designated office space for innovation for a year, and an "innovation card" that can get them 2,000 yuan ($306) in start-up capital, or an apartment near the innovation space with food, laundry, and cleaning services.
