The city of Shengyang, Liaoning province has announced a new policy from the environment bureau which says that start-up companies in the film and animation and publishing industry do not need an environmental impact study, which is a compulsory action for other industries prior to project construction.

China has been reforming its project approval system since last year, and has been abolishing or simplifying preliminary studies to give business full power over investment decisions to make their business easier.
