The head of Jilin provincial development and reform commission has said that the province made improving livelihoods and fairness a priority in 2014, and that the government raised medical insurance and basic pension benefits and expanded their coverage to urban and rural areas.
Jiang Youwei made the remarks at a joint conference during the two provincial government’s two sessions, on Tuesday, Feb 10, and added, "We met people's basic living needs so there is a last resort for people to fall back on in case of difficulties, and to promote fairness."

Jiang called this as one of the government’s eight major tasks and said they will put a lot of effort into meeting the needs of the people, such as those with illnesses or suffering from natural disasters, in 2015.
He also said the government paid particular attention to delegating power and simplifying administrative procedures to ensure fairness at the very start of the application process, "with the goal of improving investment methods by reducing the length of time for approval of projects".
