The 2013 citizen-benefitting project was started in Zhangjiagang of Jiangsu province. As of the end of July, 642 million yuan ($105) has been invested in the project.

A total of 15 plans in five categories were included in the project, among which five have taken more than a year to complete at a cost of 1.66 billion yuan. Four plans began last year and will cost 996.8 million yuan in total. All plans except the five taking over a year to finish are expected to be completed on time.

Among the four plans from last year, the Shazhou central grain depot has been finished in April. The TCM hospital, public rental apartments and No 1 people’s hospital are still under way.
