Jiangsu's top political leader has called for Party committees throughout the province to thoroughly study and implement the spirit of the 18th Party Congress to improve their work.

Luo Zhijun, the province's Party chief, recently urged them to guide their work by the results of the conference held once every five years and "focus their wisdom and strength to realize goals set out in the conference's report".

Based on new features and trends in China's development, the report proposed the goal of building a moderately prosperous society in all respects and deepening reform and opening up in an all-round way by 2020.

Luo said this has offered a clear direction for the province to "smoothly and rapidly" pursue its own goal of achieving modernization.

"Standing at a new starting point, we should aim for higher goals, seize and utilize strategic opportunities, and courageously deepen reform and make innovations so as to advance our cause," Luo said.

Cities and counties in Jiangsu have already vowed to meet the goals of moderate prosperity defined by the provincial government.

They are expected to make substantial progress in promoting economic growth through innovation, building coordinated and integrated urban and rural development, making reform and opening up efforts more vigorous and efficient, fostering fairness, justice, stability and harmony in social building, and establishing energy-saving and environment-friendly institutions.

Luo said the governments at all levels in the province should base their work on Jiangsu's actual conditions and the feelings of Jiangsu people so their efforts stand the test of practice and win public recognition.

He said a comprehensive plan has been worked out to promote economic, political, cultural, social and ecological improvements in Jiangsu in accordance with new requirements proposed at the congress concluded mid-November.

The plan has nine points as follows:

First, to deepen reform of economic institution in an all-round way and transform the mode of economic development.

The point mainly involves developing new means to promote economic development and better handle the role of the government in the market.

Second, to foster the ability to fuel innovation.

It mainly highlights the role of enterprises in technological innovation as well as efforts to improve their ability in research and development and introduce and cultivate leading technical professionals.

Third, to accelerate economic structural adjustment.

This mainly aims to boost domestic consumption, maintain reasonable investment growth, and promote development of primary, secondary and tertiary industries.

Fourth, to promote coordinated urban and rural development.

It mainly features the agricultural modernization drive and the effort to provide rural and urban residents with equal access to public services.

Fifth, to enhance the level of economic internationalization.

It features efforts to foster multinational companies, build international cities and attract human resources from around the globe.

Sixth, to guarantee more civil rights and promote the effort to build service-oriented governments.

Seventh, to promote cultural development and prosperity.

It features efforts to promote cultural programs and bring into full play the role of culture in forging the fashion, educate the people, serving the society, and promoting social development.

Eighth, to enhance social harmony and stability.

It highlights efforts to strengthen and innovate social management, increase people's income, and improve the public service system.

Ninth, to improve the ecological environment.

It involves efforts to integrate improving ecological environment into economic, political, cultural and social undertakings to accelerate the pace to build an energy-saving and environment-friendly society.
