On January 29, You Ying, director of Suzhou Municipal Bureau of Housing and Urban-Rural Development, paid an inspection tour to Huaqiao International Service Business Park.

He signed a memo for joint development to facilitate its comprehensive reform of urban-rural integration with Ren Xueyuan, director of the managing committee of the Huaqiao Economic Development Zone. Zhang Jianwen and Cheng Wenrong, deputy directors of the managing committee, were also present at the signing ceremony.

Suzhou Municipal Bureau of Housing and Urban-Rural Development signed a memo for joint development to facilitate its comprehensive reform of urban-rural integration with Huaqiao Economic Development Zone.

The memo proposes 13 measures for joint development. Under the memo, the Bureau will exert all efforts to support the construction of the Huaqiao Residential Quarter for farmers, build up models of energy-saving architectures, and give priority to cultivating Tianfu Quarter and Luyeqiao Quarter into models for rural energy-saving architectures.

The Bureau will also launch projects to construct "green channels" to ensure the Huaqiao urban-rural integration construction project. The Bureau will assist Huaqiao in winning the China Residential Environment Model Prize，and optimizing the investment environments.

To help Huaqiao International Service Business Park upgrade its housing qualifications, the Bureau will organize experts to offer technological consultations for the overall planning and engineering designs of the district and help design some residential quarters for farmers. Technological aid on budgets and settlements of the urban-rural integration projects will be offered so as to help Huaqiao control construction prices.

The joint promotes energy-saving and emission-reducing technologies, and wins preferential policies for constructing low-carbon city in Huaqiao. The Bureau, industry administrator to optimize services for construction businesses, will organize experts to make field inspection of construction projects in Huaqiao to ensure quality and security of the projects.

The Bureau will furnish construction education training programs to improve basic skills of the local people and set up a system for exchange visits at regular intervals, and turn it into a long-term operation mechanism. The Bureau will offer guidance over archive operations to improve management of archives in the park.

At the signing ceremony, Ren Xueyuan expressed appreciation to the Bureau for its support, on behalf of the Huaqiao International Service Business Park. He said he was in the hope, through this joint development, to win greater support and assistance from the Bureau in terms of policies, talents and technology.
