On August 18, Ruzhou municipal federation of the disabled won the honorary title of advanced work unit for the disabled in the province during the 11th Five-Year Plan period at the provincial disabled working conference.
During the 11th Five-Year Plan period, Ruzhou was awarded with a series of honorary titles, including national barrier-free city for cataract patients, advanced city for the disabled in Henan province, advanced city for rehabilitation of the disabled in Henan province, model city for rehabilitation of the disabled in communities in Henan province, and advanced collective for employment training for the disabled in Henan province. Ruzhou has been evaluated as an advanced county (city) in works for the disabled in Pingdingshan city for five consecutive years.
During the past five years, Ruzhou has invested 1.81 million yuan on operations for 5,174 cataract patients to make them see again. It has invested 320,000 yuan to supply free drugs and hospital care to 440 psychopaths. It has invested 2.9 million yuan to extend rescue treatment to 290 cerebral palsy patients under the age of six. It has supplied free hearing-aids to 25 deaf children under the age of six, totaling 500,000 yuan. It has provided artificial limbs to 306 lower-limb-deficient persons, totaling 66,000 yuan.
It has granted 1,000 wheelchairs to the lower limb disabled, valued at 360,000 yuan. It has invested 97,200 yuan to train rehabilitation assistant staff. It has invested 500,000 yuan to set up 20 township level rehabilitation rooms and 100 village level rehabilitation rooms.
During the Spring Festival and Aid-the-Disabled Day, the municipal government would spend 500,000 yuan to extend regards to the disabled from poverty-stricken families. It has subsidized 143 poor disabled college students and students with disabled parents, totaling 18.13 million yuan. It has granted financial aid to 90 disabled students in the school for deaf-mutes, valued at 58,000 yuan in lottery funds. It has invested 810,000 yuan to supply professional skills and practical technology training for 1,814 disabled. It has extended legal aid to 67 disabled, mitigating legal fares of 190,000 yuan. It has handed out 72,000 yuan fuel subsidy to 180 lower-limb disabled with motor-driven vehicles, averaging 400 yuan for each person. It has raised three million yuan to construct a 3,785 square meters hall offering comprehensive services to the disabled and improving the service capacity.
