Key projects launched in Tianfu New Area

On October 20, two key projects - International Low Carbon Environmental Protection Science Park and Tianhe Bio-medicine Science Park - were officially initiated in Tianfu New Area. Vice Science and Technology Minister Wang Weizhong, Vice Governor Liu Jie, Jing Gang, member of the Standing Committee of the Chengdu Municipal Party Committee and secretary of the Party Working Committee of Chengdu Hi-tech Industrial Development Zone (CDHT), Liu Chao, member of the Standing Committee of the Chengdu Municipal Party Committee, and Han Chunlin, mayor assistant and director of the Administrative Committee of CDHT were present at the launch ceremony.

Project 1: International Low Carbon Environmental Protection Science Park

The Administrative Committee of CDHT signed the Cooperation Agreement for Joint Development of "International Low Carbon Environmental Protection Science Park of Chengdu Hi-tech Industrial Development Zone" with Cybernaut (China) Venture Capital Management Co, Ltd. and Chengdu High-tech Deep Blue Investment Co, Ltd. About four billion yuan is expected to be spent on CDHT in five years developing the "International Low Carbon Environmental Protection Science Park of Chengdu Hi-tech Industrial Development Zone" ("Low Carbon Park" for short). The park will focus on the building of a manufacturing brand of CDHT, exert effort in independent innovation and cultivate some projects and enterprises with proprietary intellectual property. According to the plan, the park will consist of five functional zones: S&T enterprise headquarter zone, R&D and innovation pioneering zone, S&T workshop zone, S&T service industrial zone, and a comprehensive supporting zone. It will establish a public technical platform, an international exchange platform, an S&T finance platform and a talent exchange platform and provide a tailor-made optimized service system for enterprises.

As revealed by Mr. Zhu Min, board chairman of Cybernaut (China) Venture Capital Management Co, Ltd., the Low Carbon Park will mainly develop two low-carbon technology industrial clusters: application of technologies for energy conservation and environmental protection, and urban smart energy micro-grid. In addition, the Low Carbon Park will also set up the "Low-Carbon Technology Industry Fund of Chengdu Hi-tech Industrial Development Zone". The fund will invest in small and medium enterprises in the park. Meanwhile, the park will strive to become a pilot science park for capacity expansion of the new three boards and support and help the enterprises in the park become the companies in the new three boards and the companies listed in GEM. The park will also cooperate with relevant departments to set up a carbon emission permits trade center and other innovative financial platforms.

It is said that by now 35 companies including GE, IBM, ABB, Focused Photonics (Hangzhou), Inc. and Astronergy have entered the park. It is predicted that after the construction is completed, the park will attract 85-100 companies and their total annual output value will reach 12 billion yuan. Besides, the park will also cultivate about 15 enterprises above designated size and listed companies. Above ten of them will realize annual income of above 100 million yuan from main businesses and about five of them will realize annual income of above 500 million yuan from main businesses.

Project 2: Tianhe Bio-medicine Science Park

"In order to give better a response to the transfer of the biomedicine industry, quickly agglomerate companies and projects and realize clustered development, CDHT has decided to spend five billion yuan in developing a 500mu Chengdu Tianhe Bio-medicine Science Park in the southern end of Zhonghe Block, to back up the rapid development of biomedicine industry." It is said that Tianhe Bio-medicine Science Park is a multi-functional and well-equipped biomedicine science park which integrates project R&D, public technology, service platform, pilot plant test of new drugs, centralized storage of laboratory drugs and centralized environmental treatment. The park consists of five functional zones: biomedicine R&D zone, standard pilot plant test zone, enterprise customization zone, public technical platform service zone and production supporting zone.

The Tianhe Bio-medicine Science Park will complete construction and will be put into operation in five years. By then, it will have about 800 biomedicine companies and 50,000 employees, form 1-3 characteristic biomedicine industrial clusters with a scale of above five billion yuan, cultivate 5-10 backbone biomedicine companies or projects with a scale of above one billion yuan, more than 20 biomedicine innovation companies with an output value of above 100 million yuan and above ten promising biomedicine companies possessing the conditions of IPO and incubate above 300 new biomedicine projects (new products). Meanwhile, the park strives to expand its industrial capacity to 10 billion yuan in five years, and 50 billion yuan in ten years, form a powerful incubation service function and become a real paradise for innovation of biomedicines and a booster to biomedicine companies.
