Luocheng increases investment on livelihood projects

Since the beginning of this year, Luocheng Mulao autonomous county has increased its financial investment in key areas like education, medical care, emergency rescue, disaster recovery, and reconstruction to continuously improve people's lives.
From January to June, the county's livelihood expenditures reached 1.28 billion yuan ($112.86 million), accounting for 87.37 percent of general public budget expenditures.
The county has invested 500 million yuan to promote the balanced development of compulsory education. Several indicators of the county’s 170 compulsory education schools met or exceeded the standards stipulated by the national assessment and certification. The consolidation rate of nine-year compulsory education was 94.32 percent. The construction of public kindergartens was also accelerated, with the enrollment rate of three-year pre-school education reaching 90.72 percent.
Luocheng also actively explored and implemented Internet Plus medical health projects, accelerating the construction of the medical community and grading treatment system. The county has accelerated the construction of national basic public health service projects, establishing a total of 260,000 standardized electronic health files.
In total, 15 designated public medical institutions in the county implemented the settlement mechanism of paying after treatment for patients from impoverished households. As of the end of June, 8,665 people had benefited from the policy.
The county also made efforts to guide disaster relief and reconstruction. Luocheng immediately launched an emergency plan to carry out disaster relief in an orderly manner when the county was hit by heavy rains, which caused economic losses in early June. More than 5 million yuan was allocated for disaster relief and 15,500 people were transferred to safe areas.
