Several departments in 1991, including the Institute of Geography, Chinese Academy of Sciences, National Tourism Administration, Fujian Provincial Tourism Administration and Pingtan tourism administration, organized a Pingtan tourism resources investigation and development group to research Pingtan’s scenic spots and do research.

The researchers had to make a detailed record of the scenery’s characteristics. A total of 128 main tourist attractions were chosen, including Banyangshifan (double-sail-shaped stones) and Xianrenjing (a fairy water well said to be built by Tie Guaili, one of the Eight Immortals).

Later, the Pingtan Tourism Resources Development Research Essays were compiled by experts in 1994 to promote Pingtan’s tourism.

The request for the Fujian Haitan Scenic Spot overall planning was approved by the State Council in 1997. Pingtan’s scenic spots were also covered, spanning 71 square kilometers. In 1999, Pingtan was approved to apply for recognition as a World Cultural Heritage Site.
Pingtan has become an important experimental area.

When Xi served as the secretary of the Fuzhou municipal Party committee and governor of Fujian, he talked about Pingtan’s tourism three times. Now Pingtan’s tourism is set to achieve prosperity.
