Water supply
The island will improve present water conservancy facilities, rain collection and utilization systems, and further explore other water resources. Thanks to a water transfer project that will draw fresh water from Fuqing, the island will be able to satisfy its water supply in the near future. Preliminary work on a water diversion project that transfers water from Dazhangxi in Yongtai has begun in hopes of meeting mid- and long-term water supply requirements. In addition, a seawater desalination project is expected to begin soon.
Energy supply
The island plans to develop an intelligent grid to provide electricity safely. Clean energies such as wind, tide and solar energies will be developed. Liquefied natural gas from outside the island will also be transferred into the island to optimize its energy supply structure.
Information communication
The construction of information infrastructure includes a broadband communication network, a digital TV network and next-generation Internet. Advanced technology providing highly reliable broadcasting and TV networks will be constructed to push the “Integration of Three Networks” project – telecommunication, cable television and the Internet. The island also supports the establishment of a zone for cloud computing. It will also set up a bonded port for information-related industries to deepen cross-Straits exchange and cooperation.
Sewage and refuse treatment
The transformation of the present urban sewage pipe network will be accelerated to separate rain from sewage. A system for reusing normal water will be constructed. The island also has plans to accelerate construction of a power station that generates electricity through refuse incineration.
Comprehensive system for disaster prevention and reduction
The island will build sea and flood-prevention dikes strong enough to fight against 50-year frequency floods and 100-year frequency tides. All new projects, including reconstruction and extension projects, will be built with a seismic fortification intensity of 7 degrees. Among them, lifeline projects include water supply, electricity supply, traffic and communication projects, together with schools and hospitals to be constructed with a seismic fortification intensity of 8 degrees.
Public firefighting facilities will also be designed and constructed together with other basic facilities. Direct sea communications and cooperative rescue work across the Taiwan Straits will also be strengthened.
