Innovative customs clearance system and measures
In order to provide convenience for Pingtan's development; provide easy access of personnel, goods and means of transport; and reinforce inspection and monitoring, the island county has introduced a management mechanism with separate standards for cargo and personnel and a management classification system distinguishing between "level 1" and "level 2".
Pingtan port adopts "level 1" management, which covers the inspection and quarantine of personnel and means of transport entering and exiting the border, key inspection of personnel luggage and goods carried by means of transport entering and exiting the border, record of goods imported or exported from Pingtan, and management of articles banned or restricted from import or export by the country, such as guns, ammunition and confidential papers.
The management between Pingtan and the Chinese mainland is set at "level 2", which mainly includes inspection and monitoring for customs clearance of goods, and inspection of personnel luggage and goods carried by means of transport.
Goods in connection with production entering Pingtan will be kept under record; goods within the pilot zone can be circulated freely. Customs clearance of personnel between Pingtan and Taiwan is subject to the current management model.
Personnel are allowed to reside in Pingtan. Commercial facilities for individual consumption and retail business can be built in Pingtan. Industries that conform with the functions of Pingtan will be developed.
