Members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) from Fujian province held a heated discussion on the institutional restructuring plan of the State Council, China’s Cabinet, on Tuesday afternoon.
China unveiled a plan for its biggest Cabinet reshuffling in years on the day as part of an effort to improve the government's structure, efficiency and service orientation.
The institutional reform plan says that after the body is reshuffled, it will have 26 ministries and commissions. The State Council's ministerial-level entities will be reduced by eight and vice-ministerial-level entities will decrease by seven.
Hou Jianming and Chen Jianhua, two CCPCC members from Fujian, pointed out that the establishment of the National Health Commission embodies the Communist Party of China (CPC) Central Committee attaches great importance to people’s health and serves as an important move to meet the increasing healthcare demands of the public.
They also noted that the set-up of Ministries of Natural Resources and Ecological Environment will provide stronger systematic and institutional support for the country to shift its growth model to a greener and a higher quality one.
Meanwhile, Ke Xiping and Lv Peirong, two other CPPCC members from the province, pointed out that the institutional reform is set to remove bottlenecks that impede the market's decisive role in resource allocation.
Establishing a State market regulatory administration, which incorporates functions of the original State Administration for Industry and Commerce, General Administration of Quality, Inspection and Quarantine and China Food and Drug, will centralize the government's functions, improve the government efficiency and inject new vitality to the market and enterprises, they said.
