In a bid to tackle these problems, Huang proposes that government roll out a specific plan and allocate a special fund to promote talent cultivation to serve the Initiative, and further strengthen academic and people-to-people exchanges with the involved countries.

The Initiative requires some reform in domestic higher education institution, he says, an educational program, focusing on the cultivation of versatile talents in the fields of international investment, trade and services, should be established.
