Stricter punishment for traffic violations in Xiamen

A series of new measures proposed in a new Xiamen road safety amendment will take effect starting from January 1st next year. Approved adjustments will be as follows:

1. Jaywalkers in Xiamen will face fines of RMB 100

Pedestrians involved in four kinds of traffic violations will face fines of RMB 100.

1) Ignoring traffic lights

2) Peddling or delivering goods on motor ways

3) Entering super highways or urban expressways

4) Climbing over road isolation equipment

2. The fine for illegal parking on prohibited streets will be doubled

For drivers who park their cars on prohibited streets, the fine will rise from 100 RMB to 200 RMB.

Other fines for illegal parking will be as follows:

1) RMB 100 fine for drivers who leave their cars at temporary parking spaces, or for drivers who refuse to leave after they are advised to leave.

2) RMB 400 fine for drivers who stop their cars at intersections, bus stations or prohibited zones

3) RMB 500 fine for drivers who stop their cars at busy areas or places banned by the traffic department

4) RMB 1,000 fine for drivers who stop their cars on bridges, urban expressways or in tunnels.

Additionally, fines for the aforementioned parking violations will double if drivers conduct the same violations more than three times in a year.

For example, for drivers who illegally stop their cars on Chenggong Avenue more than three times within a year, the fine will be doubled from RMB 1,000 to RMB 2,000 from their third violation. The new traffic rules also state that traffic police officers have respond within five minutes after receiving a report of a traffic violation, and they have to arrive at the scene within 15 minutes on Xiamen Island and 30 minutes in outlying districts.
