Should artifacts return home?

I believe that the country of origin should have the artifacts simply because it is part of their heritage and culture. It is vital that the country of origin learn about its past. In order to learn about their past they need things from their past to provide knowledge.

But, if the country of origin can't afford to keep it in good condition they should just probably just leave it in the other country's museum.

Should artifacts return home?

Jade face, late Neolithic period, around 2000 BC, is housed in the British Museum.
