Fujian is to go ahead with reform in rural areas where it will boost modern agriculture and better protect farmers rights, according to authorities.

In a guideline jointly issued by the provincial Party committee and government, Fujian set a goal of 4.5 percent growth in agricultural value-added production and 10 percent in famers’ per capital disposable income.

Surplus rural laborers are encouraged to take jobs in urban areas where they will receive vocational training and enjoy the same benefits in medical services and children’s education as urbanities.

The guideline also promises farmers obtaining an urban permanent residence permit that they can retain rural land use rights.

To improve transportation in rural areas, Fujian will build and renovate 1,600 km of roads, repair some 200 bridges and launch at least 350 shuttle buses. It will also solve drinking water problems for 910,000 rural people and upgrade school facilities.
