Fujian province has decided to continue to promote austerity style by cutting government expenditures, according to a directive issued by the provincial government, Southeast Express reported on March 3.

The operation costs of governments at all levels will be strictly controlled, with no increase allowed in regular spending especially in overseas travel, receptions and official cars, which are collectively known as the “three public consumption”.

Local governments are also prohibited from building new halls and play down its role by reducing tax policies and other incentives on the market to have it function itself, said the document.

The document also streamlines a financing mechanism by governments, as the provincial government can raise a limited amount of loan for itself and local governments with the State Council’s approval. The loan by local governments will be realized by issuance of bonds.
