Abstract: In the course of the market-based transformation of research and development (R&D) institutes bolstered by scientific and technological institutional reform and especially since the 18th CPC National Congress, China has accelerated its market-based transformation of R&D institutes owing to the innovation-driven development strategy and technological evaluation system reform. Based on government support and the transformation of technological achievement results, a large number of R&D institutes have come to the fore, shoring up China’s scientific and technological innovation as well as industrial development. The efforts to facilitate new-type R&D institutes with institutional innovation not only respond to the development needs to figure out the achievement results, strengthen the weak links and explore new paths, but also align with the internal requirements to pursue social and economic development with high quality in the new era. However, China’s new-type R&D institutes are still at an early development stage with varied growth levels. This paper gives an analysis of the practical experience, existing problems and short links in the development of new-type R&D institutes, and puts forward some policy options for the high-quality development of new-type R&D institutes by focusing on institutional innovation.
