Abstract: During the 13th Five-Year Plan period, China’s medical insurance system reform made notable progress in coping with the aging population. Its medical service and insurance system and policies have gradually improved and the long-term healthcare insurance system has taken initial shape. The capabilities of related departments on administrative services for medical insurance have continued to improve, and the capability of providing higher-level medical care services for the elderly has been raised. However, the reforms of China medical insurance system to cope with the aging population still remain some problems. For instance, the contradiction between reducing revenue and increasing expenditure of medical insurance fund is increasing, many cases relating to the waste of insurance fund and obtaining fund under false pretenses have been found, the coverage of long-term healthcare insurance system is limited and the capabilities of related departments on providing medical insurance administrative services and guarantee need to be improved. During the 14th Five-Year Plan period, the authorities need to accelerate the speed to refine the system for fund raising, payment and overall planning, and establish and improve the mechanism for regular and efficient regulation on fund use. They need to move faster to promote long-term healthcare insurance across the country and improve the administrative services and medical security system to gradually develop a new pattern of medical insurance system to cope with the aging population.
