Abstract: In recent years, China has improved the real estate registration system and optimized the business environment. By referring to the approach for assessing business environment of the World Bank, the research team has conducted investigations on the reform of real estate registration in 11 cities including Beijing, Shanghai, Chongqing, Guangzhou, Shenzhen and Hangzhou. Research findings show that local governments in various regions across China have steadily improved real estate registration services, achieving notable progress in introducing innovative measures and making referable practices on information sharing and procedure integration, one-window service and extended service. However, some prominent problems remain to be addressed such as uneven implementation of reform measures, inadequate information sharing and integration, improper one-window service and irregular service-oriented progress. For future work, efforts need to be made to improve services for enterprises and individuals, refine the mechanism for forging ahead the real estate registration reform, further advance information sharing and procedure integration on real estate registration, continue enhancing capabilities of providing services and strive to remove the last crucial hurdle to make administrative services more accessible to the public.
