Abstract: Improving the mechanism of making fiscal funds directly and effectively accessible to enterprises could enable the landing of enterprise-friendly policies and this is one of the key tasks for furthering the reform of streamlining administration, delegating powers and enhancing services and improving domestic business environment. Problems such as information asymmetry between governments and enterprises, complicated procedures for policy implementation at various levels and slow provision of fiscal funds have made the implementation of enterprise-friendly policies become sluggish and inaccurate. With the remodeling of the administrative procedures at the core, Hangzhou municipal government in Zhejiang Province has established a digital platform for the implementation of enterprise-friendly policies. Featured by cordial and clean relationship between government and business, business filing and registration are handled by digital-platform-based government services in terms of review and approval and government fiscal funds can be received by enterprises in real time right after application. The remarkable results show that it is of major importance to foster the direct access mechanism of fiscal funds for enterprises in a normalized manner. Based on the main practices and key experience relating to digital-platform services in Hangzhou, this paper notes that we need to take credit system’s building as a leverage, accelerate digital transformation of administrative services, innovate service and governance approaches, make preferential policies more accessible for enterprises through launching digital modes, embracing new ideas and improving services and steadily improve business environment.
