High-Quality Development of China’s Overseas Industrial Parks: Status Quo and Challenges (No.182, 2019)

Abstract: Over more than two decades of development, China’s overseas industrial parks have evolved into platforms providing assistance for international development, furthering international industrial cooperation and sharing China’s experience. In recent years, propelled by the Belt and Road Initiative, these industrial parks have ushered in more opportunities for growth. But it needs to be noted that only some of them boast the capacity of making sustainable development white quite a number of them are facing challenges for high-quality development. First, the planning of the overall layout of the overseas industrial parks is not adequate and the increased number of parks in some key countries and regions has led to vicious competitions. Second, the monotonous profit modes, malfunctioning financing channels and insufficient experience for internationalized and localized operation have hindered the sustainable operation of the overseas parks. Third, the governance ability of the host countries is too weak to cultivate favorable business environment for high-quality development. Therefore, efforts need to be made to control the number of the overseas parks from the macro level, strengthen overall layout and improve guarantee mechanisms to enable the parks to play a principal role in the market and achieve sustainable operation. Relevant departments also need to improve cooperation on enhancing the development of industrial parks through sharing China’s experience with countries along the Belt and Road routes.
