Abstract: Since reform and opening-up, China’s reform of administrative management system has gone through three stages, namely the reform and adjustment under a planned economic system, the market-oriented pilot practice and development based on a socialist economic system and the improvement and optimization targeting at the modernization of national governance system and governance capacity. In the course of reform, we have adhered to and strengthened the Party’s leadership, taken the adjustment of government functions as the reform guidelines, and adopted a gradual approach toward reform progress. In the new era, the reform of the administrative management system needs to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, strengthen the Party’s across-the-board leadership over state institutions, further transform the role and functions of the government, deepen the reform of government governance and administrative decision-making process, promote the institutional development for providing high-quality public services, enhance the coordination of central and local administrative management system reform, strengthen the rule of law, and build a scientific and efficient performance appraisal and incentive mechanism.
