Abstract: Since the 18th CPC National Congress, China’s social governance by non-governmental organizations has made major progress in legal construction, performance space, incubation support and enforced supervision. Non-governmental organizations have witnessed fast growth in terms of their strong role in public welfare, charity projects and social service, and have gradually gained a principal role in social governance. At the same time, China’s social governance by non-governmental organizations is facing some issues to be addressed. For instance, the relevant laws and regulations are inadequate, the government supporting policies are inappropriate, the development incentives are weak, and the government tools to shore up the capacity of non-governmental organizations are insufficient. It needs to be noted that in some coastal areas, the local governments have achieved remarkable results in bringing into play the role of non-governmental organizations in coordinating the activity of some intermediary organs and providing public services, which have been proved by a number of innovative cases. In a bid to cultivate the vitality of non-governmental organizations and improve their participation in social governance, we need to take a proper understanding of the relationship between developing non-governmental organizations and maintaining social stability, and promote the cooperative partnership between governments and non-governmental organization step by step. The authorities need to formulate and issue the basic law on the development of non-governmental organizations and complete the amendments of the three major regulations on the registration and management of non-governmental organizations as soon as possible, so as to establish a comprehensive governance mechanism for the work of non-governmental organizations. Furthermore, efforts need to be made to flesh out the fiscal and taxation policy and the policy on personnel cultivation, strengthen the ecological chain of non-governmental organizations and enforce their capacity building.
