Policy Options on Improving the Reform of Rural Collective Property Right System(No.35, 2018)

Abstract: At present, with regard to rural reform, it is an important mission for us to promote the reform of rural collective property right system. In December 2016, the CPC Central Committee and the State Council jointly released the Guidelines on Steadily Promoting the Reform of Rural Collective Property Right System. Since April 2017, member of the research team from DRC have conducted a number of fields surveys in Heilongjiang, Jiangsu and Anhui provinces and Xinjiang and Guangxi autonomous regions. Research findings show that this reform is of particular importance and some major progress based on pilot innovations has already been made whereas some problems still remain and deserve our attention. When we advance this reform, we need to enhance people’s awareness on the reform’s content, nature and significance, properly deal with the relations between the changes of farmers and the contribution made by different people to rural collective assets, take into account the conditional transfer of rural collective resource assets and non-operational assets, promote the innovative development in various sectors and through different channels for rural collective economy, and enhance coordination between the organizational leading groups for reform and the building of community-level rural economic management organizations and flesh out relevant reform policies.
