The Development of Xinjiang’s Cultural Industry with Distinctive Features: Experience, Challenges and Policy Options(No.23, 2018)

Abstract: Since the 18th CPC National Congress, Xinjiang Autonomous Region has made some achievements in the swift development of cultural industry. Xinjiang has taken some positive measures such as deepening the reform of the cultural system, gradually fleshing out the industrial policy and improving the modern cultural market system; promoting cultural investment and financing, strengthening personnel training, increasing employment opportunities and enhancing income growth; bolstered by distinctive cultural resources, pushing ahead with the development of industrial sectors with distinctive features; and based on the advantage of its geographical location, pushing forward the construction of the cultural, scientific and educational centers along the silk road economic belt. However, there are some issues to be noted. For instance, the industrial development has great potential to be tapped, the quality of development needs to be improved, the industrial development is unbalanced, the spatial layout needs to be optimized, the cultural consumption is not strong, the market needs to be expanded and the construction of industrial factors remains to be enforced. Therefore, in the new era, to implement the major deployment of promoting cultural industry development put forward in the 19th CPC National Congress, the following policy options are made for Xinjiang’s future development. Efforts need to be made to revitalize the distinctive cultural resources and promote the development of cultural industry with distinctive features; optimize the industrial spatial structure and establish pilot culture-based industrial parks; build industrial service platforms and allocate factor resources across the country in an efficient manner; press forward the construction of the cultural and trade network in line with the Belt and Road Initiative and encourage the cultural industry to participate in and cooperate with foreign cultural projects. The development of cultural industry with distinctive feature in Xinjiang makes good reference for the advance of cultural industry in other parts of China.
