Hou graduated from Hefei University of Technology with a bachelor’s degree in industrial automation. He worked in the Tianjin Design & Research Institute of Electric Drive from August 1984 to August 1987. From September 1987 to April 1990, Hou studied in the Graduate School of Economics at Nankai University and obtained a master’s degree in Economics. He began to work for the Development Research Center of the State Council in April 1990. He was engaged in mid-career study at the University of Pennsylvania between April 1994 and April 1995.

Hou was awarded China Development Research Award for eight times. He also received National Science and Technology Progress Award in 1996, and Beijing Science and Technology Award in 2005. His research interests are development strategy and regional economy.
