An Overview of International Forum on One Belt and One Road Initiative: Major Connotations

"One Belt and One Road" (OBAOR) initiative is proposed by President Xi Jinping based on the analysis of domestic and global situations and from the perspective of realizing the China dream of achieving the great rejuvenation of the nation. The initiative is of great significance for promoting China's domestic and overseas cooperation, enhancing China's comprehensive strength and pushing forward reform and opening-up.

The OBAOR initiative offered the concept of openness and inclusiveness, peaceful development, mutual benefit and common wins. It is not the so-called Chinese Marshall Plan superficially interpreted by some foreign scholars.

In the present initial stage of OBAOR, a good environment must be created to increase trust and dispel doubts so as to further its development, through the enhancement of communication and coordination, and the promotion of major connotations of OBAOR.

The key point is that though OBOAR is raised by China, it is a common project beneficial for the economic and social development of all countries involved. Thus it is of extreme importance to highlight the major connotations of openness and inclusiveness, peaceful development and mutual benefit and common wins contained in OBAOR.

First, openness. It is the key concept of OBAOR. It is out of the strategic need for China to propose OBAOR, in order to release the opening-up potential of landlocked countries, build a high-level open-economy system, and shape a new pattern of all-round opening-up. Therefore, the development of OBAOR should be open to all countries, economic entities, institutions and organizations without any exclusiveness.

Second, inclusiveness. It is a typical trait distinguishing OBAOR from other cooperation organizations or mechanisms. On the one hand, the parties involved in OBAOR are pluralistic, neither aimed at any third party, nor engaged in any close-door activities. On the other hand, the ways for cooperation are multi-tiered, which means member countries could voluntarily take various ways for cooperation rather than rigid and unified participating rules.

Third, mutual benefit. It is the radical motivation to promote the construction of OBAOR, and also the driving force for all cooperation to be commenced and continued. All participating members will not engage in zero-sum game and efforts will be made toward the goal of complemented advantages and benefit sharing.

Fourth, common wins. It is the basis to guarantee the sustainable development of OBAOR. Even though the initiative is proposed and actively promoted by China, it will bring benefits to all parties involved. All participating members should cooperate and make consultations with each other and strive to realize the goal of common benefits.
