Abstract:

Integrate urban-rural development is imperative and necessary for reducing the gap between the two sectors, for a solution to the problems in rural society, agriculture and farmers, for building a well-off society on all fronts, for a fair competition in a unified nation-wide market economy, and for expanding domestic demand to drive economic growth. To integrate the urban and rural development requires an overall consideration to the two sectors in both economic and social development. The critical point is to make unified institutional arrangements for both the urban and rural areas. These would include unified property rights system, price system, household registration system, employment system, welfare and security system, education system, fiscal, taxation and financial systems.
