Abstract:
This report concludes that China needs to fully understand the importance and complexity of grain security in China, the biggest developing country in the world. On the basis of achieving basic self sufficiency in grain supply in the domestic market, the country should also make use of the international market to guarantee grain security and efficient supply of major agricultural products.
The government should plan and deploy agricultural foreign investment and cooperation as well as establish a global agricultural product supply network at the national level.
The country should open agriculture wider to foreign investors, speed up innovations in the system, strengthen government planning and services, and set up and improve policy support and a guarantee mechanism. This report recommends the government adopt comprehensive fiscal, tax and financial support measures to encourage all qualified domestic enterprises to invest in agricultural production abroad.
It should also carry out agricultural cooperation to improve investment and cooperation environment overseas, to actively implement global agricultural management, and to promote the establishment of a fair and reasonable new order for agricultural investment and trade in the world.
