On November 4, Dehong held a special meeting to promote government service. Provincial leaders visited government service centers in the cities of Ruili, Jiegao, Mangshi, and the town of Zhefang.
Dehong has been highly praised for its progress in the “Sunny Administration” project, which requires an open government that serves the people whole-heartedly. Dehong has invested over 30 million yuan to develop a government service center in the golden area of Mangshi City. The Guomen Community of Jiegao, Ruili, proposed to help residents and companies with relevant governmental affairs; the port administration service center in Ruili has sped up its customs clearance service for enterprises, which takes only half the time it did in the past.
The Ruili municipal government has compressed the administrative examination and approval process to 50% of the past, and has opened special channels for special cases. All the charges are collected at once and turned over to the national treasury by the end of the day, leaving self-concerned exchequers no space to survive. Illegal charges are also avoided. Ruili Port has become the most advanced, convenient and beautiful one in the province . Jiegao is the only border trade zone implementing a “Special Export Processing Zone” policy in China. It receives businessmen and farmers not only from all over the country, but also those from Myanmar, Bengal, India, Pakistan, and Thailand. It is an international community with a complex structure. The Guomen Community in Jiegao proposes to play a role of an agent, to serve for residents and businessmen. When they need to deal with governmental issues, they can always turn to the Community, who will handle the problems for them.
The government service center of Dehong State and Mangshi City is located in the golden area of the Sino-Myanmar Friendship Palace. The service center is on the first floor, while on the second and third floor is Public Resource Exchange Center. This is an uncommon way to combine exchanging with examination and approval. The whole center provides services of examination, approval, record-keeping, agency, and charging. From its foundation on September 21 to October 31, 24 transactions have been completed, with a total trading volume of 903 million yuan.
Service quality has also been greatly improved. Yang Linlei, one of the staff says that he has conducted 6,218 issues on exit certificates in the past year, and 150 on the busiest day. As of this date, no complaint has been received.
