Hadopi blamed for low efficiency
In 2010, the French government established a specialized unit named "Hadopi" to be responsible for protecting copyright and combating P2P downloads. In the past two year, Hadopi has recognized the user identities of 3 million IP addresses. 1.15 million people were found pirating and have received warning letters, among whom 102,854 received the warning letter for the second time and 340 received three times. If the third letter is neglected, Hadopi is entitled to take legal actions. By July 1st, 14 people had been sued, but none of the cases have been heard. The President stated Hadopi is inefficient while the Minister of Culture stated that it was too expensive to spend 12 million euros for 60 employees to only send one million emails.
