What is the freedom to engage in scientific research, literary and artistic creation and other cultural pursuits?

Part 1 Significance of freedom of scientific research, literary and artistic creation and other cultural activities

Freedom of scientific research refers to the freedom of citizens to engage in social science and natural science research through a variety of ways, select research subjects, study and explore issues, exchange academic ideas, and publish the personal academic views.

The freedom of literary and artistic creation refers to the freedom of citizens to give play to their talents in literary and artistic creation and to create various forms of literary and artistic works.

Freedom of engaging in other cultural activities refers to the freedom of citizens to engage in other cultural activities other than scientific research and cultural and literary creation.

Part 2 Content of freedom of scientific research, literary and artistic creation and other cultural activities

1 Content of freedom of scientific research

01 Citizens have the right to explore the field of science, not subject to any illegal interference of organs, organizations and individuals.

02 Citizens have the right to publish his findings through various forms.

03 The state shall actively create conditions to encourage and reward the scientific research personnel, protect scientific research.

2 Freedom of literary and artistic creation is the freedom that citizens have the right to free creation, including every works in the field of literature and arts, such as books, speech, drama, dance, music, movies, pictures, photography, etc., as well translation, changes, and other derivative works literary or artistic work.

3 Freedom of engaging in other cultural activities include appreciation of literary works and engaging in cultural activities via cultural centers, publishing houses, and libraries.

Part 3 Protection of freedom to engage in scientific research, literary and artistic creation and other cultural pursuits

Article 47 of the Constitution of China provides that: “Citizens of the People's Republic of China have the freedom to engage in scientific research, literary and artistic creation and other cultural pursuits. The state encourages and assists creative endeavors conducive to the interests of the people that are made by citizens engaged in education, science, technology, literature, art and other cultural work.”

Article 22 of the Constitution of China provides that: “The state promotes the development of art and literature, the press, radio and television broadcasting, publishing and distribution services, libraries, museums, cultural centers and other cultural undertakings that serve the people and socialism, and it sponsors mass cultural activities.”

The Constitution of China affirms the protection on the freedom of other cultural activities of citizens, which is free from the illegal interference and restriction by the state power. The state should create necessary material conditions and facilities for citizens to engage in other cultural activities.
