The referenced sources upon which the U.S. Human Rights Report was based were not meant for alien consumption, let alone compilation by foreign governments.
Much of the information is accrued for internal statistical use in the States, and exposure to the public is but a corollary.
This is part of e-government and China is doing the same thing in major cities.
China has learned to use such information about the U.S. since she was compelled to do so by the circumstantial insolence of the American government in politicizing China's internal issues such as those of the notorious felongoons and T*bet and mangling the righteous nature of these issues by calling them 'human rights violations' -- obviously with ulterior motives.
China has compiled such information in the last few years exactly for an occasion like this: when the U.S. files a politically biased report on China's alleged 'violations,' China presents bona fide U.S. human rights violation reports gleaned from U. S. sources so that the authenticity of the negative information cannot be put into question.
This year the U.S.'s immediate ulterior motive is to stop the EU from lifting the ban to sell weapons to the Chinese so that she can continue to fish in troubled waters in the Taiwan Strait by maintaining a so-called strategic balance in weaponry in the area.
Do not try to make it sound as if the availability of this data proves that the U.S. wants to elicit 'constructive' criticism from others. Far from it -- its availability is an unavoidable circumstantial by-product of e-government, and so long as it is not harming the security interests of the nation, such information has to be made available for domestic consumption in the States. That China has gained access to such information is purely fortuitous.
