China actively promotes the international process of disarmament to safeguard world peace and security.
China has always been in favor of complete and thorough disarmament. It has taken an active part in the disarmament negotiations in the United Nations and put forward a series of proposals on disarmament. At the Second Special UN General Assembly on Disarmament held in 1982, China advanced six basic principles and four major steps for disarmament which were well received by other countries attending the assembly.
Jiang Zemin, chairman of the Central Military Commission, announced in september this year that 200,000 job cuts in the world's largest military by the year 2005. The cuts would follow an earlier 500,000-man reduction, between 1996 and 2000.
