overstaff表示"supply with too many employees"，是"为…配备人员过多"的意思。overstaff其实是从staff这个词发展来的，over作为前缀，表示"过多，过量"的意思。staff就表示某一机构的（全体）职员的意思，如：the staff of a school（学校的全体工作人员）。
