With 32 delegations claiming gold medals, the host, Jiangsu province, came
top of the final medal tally with 56 golds, 38 silvers and 42 bronzes. Guangdong
was next followed by the Chinese Army and Shandong delegations.
Guo pointed out that some events were still not up to world standards.
"We should admit that at the National Games some results were much lower than
world levels," Guo said.
At the Games, the "points share" scoring system was used, which was blamed by
some for the root cause of the various scandals.
The system means medals and points gained by athletes from the Chinese Army
delegation were shared with the soldier's native province. Medals and points
gained by athletes from western provinces who competed in other delegations were
also shared by the two provinces.
Guo said the scoring system should not be accused.
"The aim of the National Games is to allow teams to practice on the largest
scale within the country, preparing to fight rivals outside. So we set up the
system to ensure all top athletes in every event could have the chance to
compete in the highest level sports games," said Guo.
"Such scoring policies were based on the aim of the National Games, and the
problems that emerged alerted us that the policy needs to be further improved,"
Guo added.
